If you don’t have a card to play, draw one from the Croupier. Then either play that new card if you can, or say “Pass” for the next player to play.

For example, let's say someone plays a Seven at you, and you can't defend so you draw two cards. You are now expected to play. If you don't have any cards matching the card on the table, you have to draw one as usual, before you are allowed to say "Pass" and let the next player go. It doesn't matter that you already took those penalty cards from the Croupier before that.
